I can't seem to get it translated

I did the thing where I got the latest Translation a long time ago when Time Leap Quests happened. I downloaded the file and unzipped and I swore I replaced the localize file I had with the newer one but it didn't work. Also it seems like I have two localize files one within another. Which maybe a mistake on my part and what is maybe the problem but I was hoping for assistance from you guys. Yes I know Gokusama did that one video of another way to do it but like his screen was like really tiny or something like I couldn't see what he did and it was all in a different language and stuff.

Edit: Also sorry I haven't played in a long time I got distracted with stuff.

Seriously guys if I am ever going to get back to playing Dragon Ball Online I need this problem fixed.

I want to get it translated to English and tried. But the version the translates the Time Leap Quests didn't work. I ran is an administrator and everything.
