Well the original game was in Chinese/Korean, it was never released in English but the translators here are hard at work translating to different languages. You can find the updates on the English patch here Translation Update Thread (English).
In the last post you will find the download link to the patch and instructions.

As posted above there is an English patch for the game that will translate a vast majority of it, but you will find a lot of it is not yet translated but will be when open beta is released.
