I'm purely PvE and here is my cirrent build.
You have 58/69 SP because i can't decide if it's worth going for the kid line energy attacks or not yet. I'm still learning on that part but i have spoken to a few pros in-game.

You need to take 19 con buff and physical def buff to bee more tanky never see a tank without those buffs

I have not played a Dark Warrior personally, but I've had enough experience with Dark Warriors in the CC, UDs, and TMQs, to know what kind of build I'd make. I'll try to explain my choices.
The only attack we're going to max is Energy Siege. It's borderline spammable if you use the CD buff, and it's great for both luring as well as keeping enemies on you. With some cooldown gear, it alone should be able to carry your solo-ing.
We get level 1 Mystic Attack because it forces your enemy to stop whatever they're doing and drags them to you. It's fantastic for interrupting things. Level 4 would be great for PvP, but that's not what we're doing.
Dragon's Protection can save your whole team when you know a huge attack is coming, but DO let your team know about it. Often your team's buff slots will be entirely filled up, and they'll need to make space. This skill is a game changer, but it only works every 5 minutes, and with your team needing to empty a buff slot, it won't be worth maxing if you don't intend to use it to the fullest.
Draconic Curse is great, but gets most of it's potential from the level 1 skill. Anything beyond that is a small increase and probably better off spend on yourself instead.
Disastrous Blow lowers your enemy's attack speed by 28%. Combined with a turtle's Attack Speed Shackle, that reduces their attacking opportunities down to a measly 2%! This leaves you only having to worry about your enemy's skills, and creates opportunities for healers to do their thing. Of course, I wouldn't get it for PvP since that's a skill spam fest.
Finally, Giant Ground Wave I got at level 1 because of the movement speed debuff. Together with a teammate's skill such as "Speed Restrain", the boss will never be able to escape your semi-invincible Giant form while your allies whail on it from afar. This wrecks any chance most mobs have at winning. Plus, you can now keep multiple enemies on you at once as a GN.

Obviously the taunts and major defense upgrades are a must. I leave guard-related skills behind since they're unreliable and guarding means mobs lose interest in you. Things like Paralysis, Confusion, and Great Defense are nice for PvP and solo-ing, but they won't help much against high-class mobs. If you want to squeeze EVERYTHING out of your PvE tanking, spend those points on your Warrior passives and buffs. But I think you'll be fine like this.

PVE What Echo said is nice, but ill just say that Draconic curse becomes aoe at 4/4, and DW does not have that high damage, so lowering def is helpful, Passives are priorities on DW's. Demon Wave it's helpful because the area and keep constant aggro, 2 taunt skills, high defenses.
PVP This is my fav, having the best defense in game looks like a waste of class if you are just using it for mobs. So if you go PVP, less is more, less buffs, more aggressive, With Dragon's protection you really just dont care about taking damage, even more when you have Dragon's Punishment, Talon Defense, another wall without the LP cost from Dragon's protection. 1 dot, dragon strike KD, and any dw should use energy siege. You are not taking the risk of casting Special beam cannon. Still useful at PVE. And is funnier than the normal builds.

You guys are not adding the actual thing DW uses for Damage!
SBC is easily the best thing you have along side energy seige!
*(You grab mobs, energy seige if possible, dash to the side if the mobs are ranged, and insta kill them with SBC)I never TRULY saw how effective draconic protection is to DWs (SK, u need it).
I still used it and it still did the job... so
It's your choice!Kaioken is absolutely SHIT to use! The use of DW is to not sit to regen, Kaioken MAKES u do that!
You can have it at 1/3... but you'd realize that sooner or later it should be reset ! The extra damage no longer really helps and it only draws back your will to keep going! (though it does grant a boost to Demon Wave that helps)

2- 4/4 has a range of 10 meters in a straight line, which is effective when using Demon Wave and such -
what about Ep boost cuz i have seen that dragons punishment need 1500 ep xD
Dragon Punishment has 1:12 cd, you wont use it so often, you'll be fine from EP if you dont add Kaioken. Your other skills need really low EP so dont worry, however that EP passive is horrible.

I mean, technically, DW consume EP like a mofo!
1- That's something you have to deal with.
2- EP wouldn't really help, take that from me xD
3- Dragon Punishment is a skill you use in many situations, but it isn't super effective everywhere! Even with 1 minute cooldown, you'll only use it like once every 3 minutes or so!You wont find it challenging to control EP to be honest. You'll quickly get used to it and know when to use your skills! (I recommend you keep that EP recovery pots from your Gift Box, they do help alot around level 50+)

Until 30, you ain't really DW, but I'd recommend this until level 29 and then reset at 30

It's all a matter of what you prefer, but going physical is definitely not the thing to do. -
i'am talking about he chest that you drop on mobs in this chest you can find ticket or lp recorver popo ...ect
