I am not able to give a reply to your actual question but I'd like to share some info from our recent Open Beta FAQ:
Will DBO G have one or more regional servers for Open Beta (North America, Europe, Asia)?
No. There are currently no intentions to bring region specific servers for DBO G. This is primarily so that the community can stick together, and to help keep the server constantly active.
Specific region servers aren't among our plans right now, cost not being the primary reason to that.
