I already left the graphics quality of the game as low as possible, and even then it gets stuck every 5 seconds, it did not happen before, and now I can not play it right

Just started playing and I'm having this issue also. Seems to hang no matter what graphics settings I have, fullscreen or windowed etc etc

It is antivirus or internet connection issue. If the game runs fluently and then it freezes for few seconds, you must disable antivirus and antimalware (defender is default), or better solution - exclude dbo folders in antivirus scanner and other protection programs.

Put the game folder of the game on desktop,make sure you have net framework required,run as admin.

Not from the game,but from everything else might be,if you follow the first part only,when only you play the game,you will be fine...
