I've tried killing plenty of times monsters in the same place but none of them respawns with a Dragon Ball icon in the minimap during the Dragon Ball event.
However people have commented that they've dropped Dragon Balls without seeing the icon.
Dragon Ball Icon doesn't show up in Minimap during event.

It seems to me that you need to have a chip for the bullets from the quest to show the balls on the radar
