Well for the scouter quest that must be a bug i think either that or you just didn't scan the npc the right way.Contact me in private and make a list of the quest you don't understand and i will fill you in on all

That's a UD but for the record it's somewhere near Pasta Tower in Korin Forest(Where it's a D mark on the map)

He said underground ruins not HQ ruins !!!
And no JpNovais you can't go there the UD are disabled.
