He is saying that both skills shouldnt cancel skills that already are being casted.

If it's not in the update notes then he didn't change it. It's a percentage game you gotta remember. Even if something has a 50% chance of happening there is the possibility of you not getting it in 100 ones or so as the chance does not increase or decrease by each mob you kill.
Every single one (unless title change has something to do with stone drop) will have the chance but it's more likely you'll not get one.If its a bug or something why would it show up on patch notes?

From yesterday after maintenance i didn't see a single upgrade stone drop, even in lower levels where they were more common to drop. He might not have changed it on tuesday ( they day he wrote this ) but i'm sure something changed on that last maintenance.
The drop rate technically can't be fixed as it isn't broken and Daneos has stated that he has not changed the upgrade stone drop rate from the original.
What you are all asking for is an increase to the higher level stone drop rate.
