People who cannot enter korin tower needs to finish some certain quests from korin village in order to be able to enter. It's not a bug. You guys just didn't finish your korin vilage quests. so you cannot advance to the tower. My friend had the same problem as I said above

Because there are many quests in korin village that you have not finished yet. My friend had the same problem. He finished his quests and he was able to enter.:)
Happened to me , after finishing a certain quest u will be able to talk to the npc.
