This may help, I just found it and the majority of quests are in English
English Translation Patch Guide (Latest Patch)
1 - Click the download button and get the file titled "translation.txt" or "translation" (it will show up as either depending on your settings)
2 - Click the button at the bottom left of your computer if you are on windows called the "start button"
3 - type "explorer" in the bar and click the picture of a file with a blue box under it
4 - click "this pc" on the left side-bar
5 - click "local disk (C:)
6 - Look for a program folder called "Program files (x86)" click it.
7 - Look for a folder called "DBO Global"
8 - go to the start menu (bottom left button on windows) and type "downloads"
9 - Drag your "translation.tx./translation" to the "DBO Global" folder.
10 - In the DBO Global folder, find the program called "langpatcher/langpatcher.exe"
11 - right click "langpatcher/exe" and hit "run as administrator"
