So Every Time i Try to Launch the Game it pops up saying Creating the application is failed. Error code [0] Can someone Tell me if this is a bug or are the servers down?

So I Reached level 30 and did the quest to become an adult did everything right but when I accepted my Reward I was still a kid I even went on to choose my class (Swordsman) completed that got my sword and stuff anyone know whats going on and if it is fixed will we possibly be able to do the quest again or just become an adult when we log on? Please Help!
