Patchier not updating

im having 2 issues with my patchier. #1: is my patchier is not updating even after downloading the english translated version - frame work 3.5. #2: is that i cant update patchier to from south america to my region ( which is north america ) because it says the patchier isnt done updating. thats the problem, its not updating at all. nothing pops up asking to update launcher and it shows no indication of progression. will someone please, for the love of________ help me fix this so i can play please
