Where do I get the materials required to start the time machine? I was looking for a way to level up faster and I read to do this spam tmq1 and I'm level 26.

you should go to the NPC near it and accept the quest then kill 30 mob I think then go to NPC again and complete it and boom you got the material

To actually get the material you need to kill 30 MOB as it says in quest. There is a level cap in the game because of that you will get EXP or kill count if you kill monster -5 or +5 of your level.
As you stated you are level 26 so kill monsters of level 21 to level 31 and you will get the kill count. -
