dbo not lunching

so i just download the game today and it seems after i update the luncher and everything when i press start it lunch the game up but few seconds later i see this window with lot of ??????? marks on it says dbo_ct_tw_release and when i try to press on it it shows me a computer mark and a conection line to it after couple of second a massge pop up says No connection could be made because the target machine actively refused it dont know what to do to fix this problem would love some help

i didnt touch any of the pack folder or the localize folder and i try to insert the english patch on the loaclize-pack didnt work when i open the game this window appere and the game is crash on the start and shows me this error massasge
