how do you get the manual update to work with the launcher? or work

I can't seem to get it to work, I run as DBOGLauncher.exe, and DBOG.exe as admin, I run it then wait for then bring it up again, and it still gives me either a: a launcher with a frozen upload with grey start, or with the game pops up a window saying I do not have access to it or I don't have permissions to open it.
