I dont know if you went to him on your jet squirrel. If so, that could be the cause. When I did that quest I was riding on my jet squirrel and it failed twice. The third time I tried i walked towards the quest destination and I completed it. I tried it with my second char and a friend of mine did the same and again we completed it.
