30 * 700 = 21,000-70% = 6,300
The error is - 70% of the point, and the skill description is 70% of the damage.
It was supposed to be Thounsand:
1 min = 60 sec, / 2 = 30 sec = damage for 1 second
30 * 700 = 21,000 - 30% = 14,700
"would simply take 30% of the skill point not 70%, correct, so that 70% of the correct skill"
