what item effects is best for pve and pvp? im torn between lp recover and crit block % and what stats to pick by the way im turtle hermit lvl 45 and im new to this game.

Neither to be honest. Turtles use EnergyCrits and Cooldown rings.
Anti-Crit stat is for Tanks and more defensive builds.
Turtles are probably the most Offensive class in the game, so it wouldn't do you any good.It is is like saying "balancing an attack". You can't not go all offensive, it wouldn't make sense.
