Launcher will say "Creating the application is failed. Error code [0]" everytime i launcher the launcher

I think it is this

1) is your anti virus blocking the launcher from downloading the sever updates . you can check this by opening your anti virus program up and searching the list of programs it is blocking. you will have to make an exception to this game in order for it to download the information from the sever.

if you dont know how to do this you can search it up on google. or youtube theres many good videos there to tell you how to do it

if you have a different anti virus program it can easly be found on youtube just type in name of antivirus program and how to unblock a program in youtbue to get result hope this helps
