Scouters are currently bugged, as is skill reset. Should be fixed in an upcoming patch, hopefully. Patience is the game.

In the store I get the effects of the "new scouter" but when I buy it or buy it disappears.Yes this is a bug about the scouter merchant that will probably be fixed within time, however if you do have crafting lvl 15 or over, you can craft a scouter with the db effect
I thought about this today aka i didn't think about it yesterday when the db hunt was on. It kinda makes me sad :(.
