(Solved) Trying to get English translation

Hey so I downloaded the latest English patch. The one in the last post of the English Tutorial&download. I extract it to my DBO folder and yet when I click on it it says Taiwan. I go into the game and my first quest that says scouter, i'll click on it and the whole dialogue is in a different language other then English. I assume Taiwan. Please would appreciate any helpto get the game to play in English. Also my name is in English and so are all the information tab such as character sheet, help menu exc. so is it just the first quest or have I done something wrong.

Everythings in English except the quest. is this how it's supposed to be?

Okay so I did some testing and it looks like the problem is with spiritualist. if I go with martial artis the quest is in English, then if I make a spiritualist its in another language.
