Make sure you're running DBOGLauncher as administrator and it's white-listed in your antivirus or your antivirus is disabled.

Try this:
Have you set up permissions for you to have full control over the application?
If you don't know how. go to your DBO Global folder (should be in program files(x86) right click that and press properties.Go to security tab
click Edit
Find "User" then your computer account
Then tick the box that says "Full control"Apply, Ok, then OK the next box too
Now try running it.
