Dice for items not your class

Howcome sometimes you can dice on equipment that isnt from your class and sometimes you cant?

In TMQ a human was able to dice for a legend namek boots and won -_-. He shouldnt be able too.

Just wanted to see if anyone had the right info

That's why the dice system exists, so the distribution can be fair.

well it makes sense though, since a namek os going to use it while a human is just going to pawn it off. I prefer the match your class dice option. To each their own
