So I downloaded the game way long ago and I just kept it for a day like this. And I just downloaded that file the Developer asked us to download. But when I try to click on the launcher. It just opens but nothing happens when I click on Start, like here in this picture. 
And when I click on DBOG.exe application as you see in this picture >>> 
The game runs perfectly and work, although I can't enter since the server is full. 
So, do you think this is normal? I really need the developer to answer me.
