Frame freeze every once and a while

Had this issue back on Windows 7 with the official servers too. My PC is pretty beast, can stream modern games like Overwatch on max settings, so I doubt its a hardware issue. I'm running Windows 10 now.
Basically, the game can sometimes freeze on a frame for a second then will continue as normal.
It happens at random, whether in combat or walking around.
I was able to record it happening, actually;

So yeah, had this happen back when the official servers were still up but I assumed it was my weak Laptop. Now I have a pretty powerful PC, and I still have this issue. Was wondering if anyone knew a fix, or if it was just the way the game was made.

These problems are in the game, and is the common good always happens these Stutterings.
for example, your game runs at 60 fps, it drops to 40 and back to 60 and you will feel this braked, why did he fall? is a problem of the same game, and also be limited to 60 fps.

I have the following settings:
i7 4790k @ 4.4 Ghz + h100i gtx
16GB RAM 1866 mhz
Z97-G45 gaming msi
GTX 970 HOF (uses on average 15% to 60 fps)
Monitor 1920x1080 60hz
1TB HDD

and the same happens here.
