People have already been selected for Alpha 1. From what I know, we will be given a second chance for Alpha 2. Alpha 2 will have much more people in it as well.
After Alpha 1 is finished and Alpha 2 is announced to be commencing, just ask nicely to Daneos! and If you're lucky, you will be given one!

Actually the gear you get from mobs and quests give you clothes almost identical to Piccolo's. Such as his jacket that is also a cape, and his pants + shoes.
If I remember correctly, I think it's available to nameks at some Armor Merchants. Though, I'm not so sure.
