The red one you can buy from the scouter merchant in Korin city will allow you to see the Dragonball mobs. other than that get any scouter in the map that has 2 attributes/skills/stats on it. the second one is always the option that lets you see Dragonball mobs if they are there.

So is my one suitable?
From what i remember. Yes. anything that has more than just the bog standard 1 skill on it that you get from the starting villages will show the Dragonball icon on the map if there is one present.
