he has 2 quest first of them is to upgrade an weapon or armor piece to+1
the second quest is to Disassemble an old weapon or armor piece to do that there you go to item Disassemble and left click in the right corner of the window at the anvil and then left click on a old weapon or armor in your inventory

On a side note you have to keep disassembling gear until you get one of the glass containers with blue liquid in them. Getting the yellow boxes or cookies (i call them that ) won't complete the quest.

This quest requires you to disassemble a piece of armor! I do not know exactly what you are looking for, but I remember if you buy a level 6 Glove and disassemble it, you should get the quest done! (Maybe you need at least 1 Rare Mineral and 1 Super Mineral, which I am pretty sure is what the quest asks you to do, since it gives you the yellow mineral!)
