My buddy has done all the other Dragonball quests but the Old Turtle isnt giving him the Animal Lovers quest for the 5th dragonball. Any idea whats causing this? Is there a specific mission to do first? I flew over to it and had no issue accepting the quest myself.

It's possible he has the quest already, and can't see it. Tell him to open the main quest menu and check. Otherwise, it's likely you've done a prerequisite quest that he hasn't.
