They can drop anywhere, but you get a bonus for farming within 7 levels of your level. I believe there's also a circuit for dynamic ccbd that increases the drop rate of these.

2.up craft level to 35

3.buy low level kit ...and craft it...u14>u29>u42>u56>u70

when u have a lot of u70 kit....upgrade ur gear to +15 or sell it
