I was looking for quests using quest finder on map. I saw this quest on map, but can't find NPC at that place. Please check the screenshot.
Quest NPC named "Daiben" missing in westalnds.

The questgiver is nowhere to be found and this bug has already been reported a few times.
Maybe with the next update (which says that most quests will work from now on) he will appear
