How to solve this problem? Im trying to open an private server

Hello, i downloaded the source of DBOGlobal.

Steps i did:

I used Xampp to setup dbo_acc, dbo_chars and dbo_dbo_log

changed the db password in files

kept ip 127.0.0.1

and when i try to open the bat files i get the error:

Also i want to know how to setup a basic website or account creation, since there is no chars in this database.
