Is this a bug or is there something you need to do like level it up to make it do damage? I haven't gotten it to do any damage yet or stun anyone.

When you use a skill that has a side effect such as stun there is a success rate on your character that can boost the chances it works and the enemy is stunned. Every enemy and player also has a resistance rate. If a enemy resists the stun then the purple circle appears to show that it was resisted.
At the moment skills that have side effects such as these have a bug where if an enemy resists the debuff then the attack damage is nullified too.

Oh, so the normal thing is to still take damage even if the stun/effect fails?

Yea at first I thought it was some enmies were resisting the certain attack but trial and error proved different. good to know tho at least once it gets fixed even if they resist the attack wont be for nothing.
