Not every Chinese player was banned.
everyone who was banned was using the same IP/VPN as someone who did. Much the same as anyone who shares accounts. if you are caught breaking rules and are caught all accounts associated will be to blame. To avoid that they should have used their own separate IP's and VPN.
Whether or not this is rectifiable is something you should PM the staff NOT post publicly for the general community as you have been told in previous posts.
And what you have to consider is that over 80% of those banned were using hacks and exploits.

Chinese no way out , dont use VPN we cant login the game,and only a little VPN we can choose,i dont want IP same others ,but i no way out, dont use VPN i cant play DBO
if he deban "No bugger players " he have to deban the bugger ones i'am glad that buggers were banned 
hope the none buggers will gonna bee back in the game
