The starting item box (which is blue) should give you a vehicle that your character can use. Some quests also give it as a reward, and you can also purchase some from a merchant in the main town in located in Korin.

You can buy a brown/purple/blue one in west city from a motorcycle seller.
Otherwise you can purchase advanced vehicles in cash shop.

You get a one vehicle green in Popo Box Lvl 4 (i think), or Buy in West City, other colors, or Buy With Cash.
