See Xenoverse keeps getting nice dlc's and dlc 4 is final for xenoverse 2 with great costumes and skills and even from the previous ones so is dragon ball online still being updated or upgraded like that or the storyline is over after level 70 why not 80 with a new land after papaya island or Goku's whis symbol gi or vegeta's whis symbol battle suit from resurrection 'f' tht would be good or the cell games and kid buu arc tmq's to see the great supreme kai's world and a better cell ring and from super beerus, goku black, hit, champa(weel not that possible) but at least end of z and super costumes or everything is over?
Will dragon ball online get updated and get new costumes and end of z tmq and whis symbol gi of goku from super or it's over?

It's very unlikely that more TMQ and DBZ characters will be aloud to be put into the game as they are owned by Bandai and the respective authors and writers for DBZ.
If retail DBO was a success then we''d for sure have more maps and TMQ's to do with more content as owned the rights to add stuff and make the story. But as we're a project revival we most likely will not be aloud to add in more characters. Adding smaller things to the game using the already existing characters and models will be fine but no more newer ones.

It was a success but limiting the game to regional players would of course make it fail. If DBO would have been english and international it would still be running today

I assume even if it got to that point, adding new characters to an emulated game would be difficult. Since the game is no longer being developed by the original creators, they can't just use their work. You would be talking about needing a team of animators, designers, modelers etc.. to add new characters. Doing that would take a great deal of time and effort. And for free. If they make any money they will get sued. So best you can hope for is some new items with changeable values to affect gameplay. But new mobs, characters, or gear with new looks won't likely ever happen.
