If i have 2 characters lvl 30+ i go get 2 lvl up 30?

Yes, you'll get a lvl up 30 in each character you have lvl30+

My Question is what if i want to play another class after wipe , for example switching from fighter to sk , i can use lvl up on other charachter?

The Character you have, that is lvl 30+, gets the reward after wipe. You keep that charater and the name. You just get set back to lvl 1.
If you wanna have a SK, then make one now and bring it to lvl 30 to get the reward on SK after the wipe. That reward will be given directly to the Characters that are lvl 30+. Can't give it to other characters.
