I'd go into this direction. This is a hybrid build I used back in the days when I still played TW.

Typical Turtle build, U have pvp and pve. turtle is one of unic class who fuse them in build without problems

Why not just remove the two rod skills from the turtle line, they don't do as much damage as spirit ball:

1- Spirit ball should be included to be honest, You need more wide spread attacks, that's what turtles are good at!
Abuse those 5 SP that you used to get Spirit Ball to max could've been used to get "Spirit Rod" to max, and that is a much better skill.
____1- Duration is MUUUUUUCH longer
____2- It hits much more targets.
____3- Longer Range.2- Speed Restrain isn't supposed to be there at max, you really don't "need" it if you are doing a hybrid, there are things you much be willing to sacrifice to get a good PVE/PVP build.

This is a slightly not your everyday build, but it still has the hybrid build that you need. Note that I'm still testing out various skills, but I do know that...
Rapid Shot is more useful now thanks to the altered damage setting and calculations that Daneos did.
Physical Damage Crippling Curse, while not working, helps a lot because of how more mobs are physical attackers and will be good support against BID4.
EP Recovery helps tremendously in CC Dungeon should your healer go down. Saved me while in SSJ.

im not saying im master at Turtle like u are but for pve ppl use speed parties right, so wouldnt it be better to max out the defense rate debuff?

Your overall damage plus high crit-rate allows Rapid Shot to be a good, combo move in between skills thanks to its execution speed. I could easily two shot mobs with this at lvl 1 and Spirit Rod.

You need Weaken Defense + Hit Rate Buff.

Tho, sleep doesn´t do much on PvE so you can take those SP and put it somewhere else bro.

Sorry to bring up an old thread but im just realizing weaken defense is completely bugged -_- ..... is it really true turtles are broken in this game? ill be sad... its all i play it for... weaken defense is a mandatory skill for turtles in pvp.

A lot of things are currently bugged.
All skills will work as intended when Open-Beta rolls around don't worry
Everything is slowly being fixed
