mind me asking why double whammy isnt maxed? is it better like this?
double whammy takes 5 skill points away, while you can get a more efficent debuff such as confusion dark beam maxed.
Double whammy has only a short stunn duration. and has openings after, so that's why i wouldn't recommend it (escpecially if the CC will be the same as it is now. That you cannot refresh a CC effect and need to wait 1 second before applying another one, it will leave you more open for an attack).

if its not gonna be maxed he should leave it at 1/5, max glaring and put the rest in penetrate
Since this will be my first masterclass I take, ever on DBO. Mind telling me why to max penetrate exactly? And not keep the extra damage and flash? Like I said, it's my first time so I had some help with this build. I won't take all the credit for it.

as of right now penetrate gives dexterity, and dexterity isn't what it used to be. normally it would give phys attk/phys crit rate/dodge rate. Right now it does only dodge rate.

Personally, I hope not. The stats that DEX governed are the main reason for Fighters were so powerful in lv.70 cap.

Idc about attack damage but it should still give you crit, thats like, the rule of mmo rpgs, dex = crit/dodge

a lot of classes used dex not only fighters thought that was their main stat but changing a stat just to make tthat one class weaker(probably even destroy it) cannot be done if you leave other op things.
we should see how things play out with the regular balance and then report Op stuff and let the mods decide what to change (we still dont know what will be the balance or how will it be played ) -

Well, since Dexterity isn't useful for SM anymore...
With an extra point you can use on whatever you want (I would probably put it in Scintillation though).

I wouldn't say it's useless since it still increases their dodge rate, which is helpful against Fighters. Honestly because of this change in stats Fighters and Swordsmen are more balanced against each other: Fighters still have incredible dodge while Swordsmen have incredible Hit Rate. The two basically counter each other, which requires the player to get more creative with their skill sets.
