What is "slow" or bugged is the delay of atk because in yes I think it is fast

Interesting find! That's a SSJ hair mod, so the SSJ speed doesn't count.(Not that it would anyway, you can't use thunder as SSJ) He has 17% plus 50% speed like you do, and even assuming he wears the best speed gear for level 44, you still shouldn't be THAT much slower with your weaponry.
I do recall attack speed being far more efficient in the old DBO, so maybe the default attack animation is just slower here? There's definitly some kind of delay between attacks too.
Maybe it is a visual bug where we can't see it client side as with the spiritualist speed restrain skill? Only the other player can see their character moving slower and if you use it on a mob they appear to move the same speed but won't attack until they actually get to you in regards to their lowered speed?
Can you check the speed the attacks register on the mob and compare them to if you have no buffs on?
Looks like, Garek, that the speed is not capped, wich is good.
Now...that "stutter" animation...seriously needs a fix.
Again...this dude (back in old dbo) is 44 like me and he is faster than Garek who is level 70. Maybe it's not polished...

1100 aspd + 50% = 550 aspd. 550 milliseconds for each attack animation (some attack animations are longer so it can be between 550-650ms)

Something is obviously wrong, it is not even close to what it used to be.

Daneos fix attack speed,and dogi balls effect the max effect in hair is 7% attack speed, now only 1% attack speed e_e

I really think something is fishy about it, defenetly, i remember back in TW days, those speed fighters, even the low level ones, destroyed tao pai pai x and other low level UD bosses with thunder....and I was just sitting there shooting long ass waiting kamehas...
(tha's why i want to main a speed fighter PVE ONLY...but seriously if the attack speed has those stutters...then back to ol' Turtle...)

I'm sure you can see the difference between the 2012 video versus the current one, even if that's just because of the stuttering between each attack. There is a clear contrast, despite these two having the same level(so the fake SSJ guy can't have much better speed gear) and the same buffs active.
And perhaps a coincidence, but unfading seems to take almost twice as long to burn away 3000LP from his enemy, despite defense not being relevant in DBOG.

After Gareek video, I can confirm that COMPARED to old dbo speed, it is A LOT slower.. Well not saying it is wrong now... Cause in old dbo speed 100% was like bugged.. Like x10 times stronger then how looks now.. In old dbo when u hadd 100%+ speed, the game was like jumping some part of the animation!
Still, I think that it could be tweaked a little bit more...because...well speed fighters like me.
If not, then no problem i'll just pick my turtle.
